Harborview Terrace Houses
Harborview Terrace’s second phase opened to residents in Summer 2026 — a $3.8M transformation of NYCHA open space in Hell’s Kitchen, funded by The Pershing Square Foundation, delivered in partnership with the Public Housing Community Fund and NYCHA. Grain Collective took it from design through to ribbon-cutting in 16 months — ahead of schedule.
That timeline is the story. NYCHA projects carry a layer of coordination for most open space works: agency approvals, resident engagement across a live, occupied campus, security and access constraints, and aging infrastructure that creates surprises mid-construction.
Design is maybe a third of what actually gets a project like this built. Grain ran the entire behind-the-scenes process on top of that — sequencing four sites, managing construction, and holding the project together end to end so it landed early without disrupting 600 residents’ daily lives. The design is there to see for itself, built around what residents actually asked for.
